i want to make a google chrome theme, but i don't know what software to use. Do you have one in mind because i know you have made some? then where can i upload it to get onto google's gallery? lmao

Okay, if you want to make a simple theme, like they have on the gallery, you can simply download one and extract it with an archive extracter like Winzip or Winrar.
Then you modify the files and go in Chrome, type chrome://extensions, and select "Pack Extension". Then choose the directory where all the theme files are and it'll pack it up!
Then you can just double-click it to open it up in Chrome.
There is more info on what images you can edit and the different codes you can add in the manifest file, but I'll have to give you that later.
If you want to create a full theme (the unofficial way), I suggest you to sign up on valorsolo.com and ask from there. I'm sure other themers will be happy to help you out.
Once you get a cool theme done, you can post them on ChromePlugins.org forum or ChromeThemes.org repository.
Unfortunatly, they don't allow us to post our themes at the official Chrome gallery..

for the simple theme i cant download and extract it :/ and chrome doesn't have the pack extension installed. for the full theme i need to edit the chrome.dll file... or the default.dll file, but i cant find a good free program that allows me to edit all of the parts.

As for the unofficial file, it has changed so much since the last time that I updated my themes that I don't really know what to say, other than, register to valorsolo.com and talk to the other themers. Before, the file was default.dll but now, they compacted it into chrome.dll.
To modify them, you can use any dll Ressource Editor. I strongly suggest you to use Anolis Ressource editor that you can find in my favorites. You can also use the Chrome Theme Creator, but it is now updated because it was only created for the default.dll.
